Junon
Cloud will end up at the Junon airport whenever he climbs up the pole to the town above. If you walk west to the life you can take it down and go through a door below. Inside the soldiers will be going bonkers preparing for the rival of their beloved Rufus. The captain spots Cloud and makes him change into a costume. They will teach you how to prepare for the preperations.
Soon after, you'll need to get in line with the other soldiers while a "rating" percent appears on screen. Depending on how well you do, the rating will be different and you'll get better items.
29% or lower: Grenade
30-39%: Potion x6
40-49%: Ether x6
50% or Higher: 5,000 Gil
Afterwards, you'll get some more commands and be told to meet at the dock, so yes, make your way in the direction of the dock. However, there is lots of stuff to do. You can find a lot of items in the shops inside of Junon. Explore every nook and cranny, and when you are ready, go to the dock. They will be sending off Rufus, so do your best to master the moves and time it just right. Depending on how well you do, you'll get something else:
0-50: Silver Glasses
60-90: HP Plus Materia
100 or Higher: Force Stealer
After all this, Cloud will sneak onto the boat.
