Take the Stairs
You can take the side stairs up. On the fifth set of stairs, you can be up an Elixir. However, not much else goes on, but it is worth going up it at least once. Why? The characters say some pretty silly things.
Going in the Front!
If you go in through the front, you're going to fight. You'll cause a commotion and everyone except some Grenade Combatants will go running. You'll need to fight these dudes. You can also take a look at the Bulletin Board here and get the Turtle Paradise Flyer #2.
There is an item shop, too, located on the second tier. When you are ready, though, go into the elevator and go to floor #59.
Floor 59
Floor 59 doesn't have a whole lot going on on it. You can just defeat some guards and get the floor 60 keycard.
Floor 60
Your party will want to sneak past the guards. You will need to run behind each of the statues when the guards are moving so they do not see cloud and the gang. Cloud will need to signar each member across here. But, if you fail, there will be a battle and you'll need to start over again. However, failing four times will have all the guards dissappear completely, allowing you to just walk straight across.
Floor 61
On this floor, you'll need to talk to a guy by the stairs. Make sure not to mention Aeris, and he'll give you the next keycard.
Floor 62
You'll want to find Mayor Domino. He'll have you guess the password. If you get it right on the first try, not only will you get the keycard for the next level, but also an elemental materia. The password? BEST.
Floor 63
You do not have to go through floor 63, but you can get some item coupons by doing so. There are security doors, and you're only allowed to open a total of three of them. Try your best to collect all the item coupons, because you'll get a star pendant, four slots, and all materia if you do.
Floor 64
On this floor, you can take a nap and save the game, so make sure to do that.
Floor 65
There is a model of Midgar in the center of the room, and your objective is to collect all the pieces from the chests and put them on the model.
First Piece --- Top left Room
Second Piece --- Bottom Left Room
Third Piece --- Top Left Room
Forth Piece --- Bottom Left Room
Fifth Piece --- Top Right Room
Sixth Piece --- By the stairs
The sixth one will be the keycard.
Floor 66
Time to spy! Go to the bathroom and climb up the toilet in the ducts. You'll be able to listen in on the meeting here.
Floor 67
Follow Hojo and look into the tank and you'll see JENOVA. Make sure to collect the Poison Materia before the save point. Save before going up to the next floor.
Floor 68
Some conversations will go on and you'll need Red XIII and Aeris is there, too! But, ah, oh, there is a boss fight!

Have Barret attack the boss itself, and the rest of the characters attack the boss with materia spells, limit breaks, or have them heal. Don't worry about the little guys this boss summons, because when he dies, the little guys are automatically killed. Besides, this boss will resummon them if they die. For defeating the boss, you'll get a Talisman.

Now, get your party together, and grab the Enemy Skill Materia out of the tank. Talk to the Lab Assisant to get a keycard, then walk back down to the 66th floor elevator. Of course, your party will be captured...
Captured!
The characters will be put into little holding cells. speak to the other characters and eventually you'll notice once you wake up that the door is wide open.... Inspect a guard in the hallway and go wake up Tifa. You'll need get the rest of the party. Go all the way up to the President's office.
Cloud and the gang will go up to confront Rufus, but Cloud tells everyone to go without him. The party splits up, but Tifa decided to wait for Cloud. You are then left with Barret, Aeris, and Red XIII. Make sure to equip their materia and then head for the elevators... where, yes, you'll get ambushed.

This monster is long-ranged, which means Red XIII and Aeris have no chance of damaging him with physical attacks, however, Barret will be able to fight him at a distance, so attack normally with Barret. Have the other characters cast Bolt as much as they possibly can, since the boss is weak to lightning elemental attacks. When this boss is near death... it will transform into....

Use the same tactics as you previously used. This part of the battle's boss will use stronger attacks, so make sure to heal often as needed. For defeating both forms, you'll get the Mythril Armlet.

After this battle, it will go back to Cloud and Rufus. Make sure to equip Cloud before this battle begins.

First, defeat Dark Nation. It has very low HP, so it should be a piece of cake. Just use one bolt skill and it should do the drink.
Rufus is the next order of business. Rufus isn't hard, not at all.
Just use bolt skills, limit breaks, or even your Physical attack on him. It's a simple battle and will only take a few minutes, tops.

After the battle, go find Tifa, and you'll rejoin the rest of the party.
The Chase
Cloud and the gang will get on some vechicles, Cloud being on a motorcycle. In this part, Shinra will chase after the gang and you'll be playing a silly little mini game. Before you begin, make sure to set up your party and their materias.
You'll want to move the bike back and forth, up and down, attacking any soldiers if they get close to the car that your companions are in, as it will make their life bar go down. Just swing your sword and take them down befor they even reach the car. It should be easy enough.
After all this, another boss battle will begin.

Like all mechanicle, machine-like enemies, this boss is weak against bolt. So, make sure to use Bolt as often as possible. If one of your character's does not have bolt, you should use this character to heal your other characters as needed, since bolt is your most valued skill in this battle. However, limit breaks are also good, as always, so you'll want to use them as often as they become avaliable.
This boss does have a scary attack, which is Rolling Fire. This can cause 200+ damage to each character, so keep an eye out for this. Make sure to heal right after it casts this skill.

After this battle, your party will be free. Their next destination is the nearby town of Kalm.
